郑庆荣，中共党员，高级工程师，高级技师，国网公司级技术专家，上海市劳动模范，国网公司劳动模范。国内第一部虚拟电厂方案起草人，长期从事虚拟电厂、需求响应、负荷管理管理与研究工作。

Zheng Qingrong, a member of the Communist Party of China, is a senior engineer, senior technician, State Grid Level Technical Expert, Model Worker of Shanghai, and Model Worker of State Grid Corporation of China. As the drafter of China's first virtual power plant plan, he has long been engaged in the management and research of virtual power plants, demand response and load management.

演讲摘要

聚焦上海虚拟电厂发展实践，介绍其在技术上构建智能感知、聚合调控等核心能力，实现百万千瓦级调控突破；机制上创新市场化交易、挖掘碳电联动价值、构建用户侧共赢生态；并展望将深化技术、完善机制、扩大生态，为全国新型电力系统建设提供经验。

This speech focuses on the development practice of Shanghai Virtual Power Plant (VPP). Technologically, it has built core capabilities such as intelligent perception and aggregated regulation, achieving a breakthrough in megawatt-level regulation. Mechanistically, it has innovated market-oriented trading mechanisms, explored the value of carbon-electricity synergy and built a win-win ecosystem on the user side. Looking ahead, it will deepen technological innovation, improve market mechanisms, expand ecological participation, and provide experience for the construction of China's new power system.
